The administrator can manage the values of the selects of the form:
Point of Contact:
This select displays the list of Point of Contact that are shows in the Contact page section.
To add more go to Organisation & Point of Contact section

Authority and Forwarder to
The Authorities select is managed as a Taxonomy. There are the same values as the Forwared to select.
To add a new value go to Structure> Taxonomy and click on the Authorities' List terms' button. A page with all the available Authorities will be displayed. Click on the 'Add term' button to add a new Authority.
Category, SubCategory, Status, Sensitivity, Decision type
Category: Select with the values defined in the form
To manage it, go to Structure> Webform and click on the Data Request Build option. The list of all the fields shall appear.
Click on the 'Edit' button of the field you want to edit.
The list of all the values will appear.
Change the desired value or add a new one and click on the 'Save' button
