Our Mission
The mission of ECCAIRS is to provide a digital platform enabling the implementation of the provisions defined in EU regulation 376/2014. ECCAIRS is supporting Aviation Authorities in collecting, sharing and analysing their safety information with as an ultimate goal to improve Aviation Safety.
ECCAIRS (European Co-ordination Center for Accident and Incident Reporting Systems) is a digital platform integrating European National Aviation Authorities (NAA’s) and Safety Investigation Authorities (SIA’s)
The project is being managed by the European Union Aviation Safety Agency (EASA) on request of the Directorate General for Mobility and Transport (DG MOVE) of the European Commission.
History
1989
In 1989, a study in the field of incident reporting systems was started by the European Commission. The study recommended the setting up of a European Co-ordination Centre for Mandatory Incident Reporting Systems.
In this context, the DG-JRC (Joint Research Centre) performed a feasibility study into the integration of safety data information from various existing, incompatible sources. A secondary objective was to offer a reporting solution to those Member States that did not have an automated system.
1995
The project was called ECCAIRS ( (European Co-ordination Center for Accident and Incident Reporting Systems). In 1995 the feasibility of the ECCAIRS was demonstrated. The Commission started the development of appropriate legislation as well as the necessary technical solutions.
2017
Following a strategic decision taken by DG-JRC, DG MOVE and EASA, it is decided to shift ECCAIRS related technical activities to EASA. Following an impact assessment and feasibility study across its stakeholders, it is decided to refactor ECCAIRS into a new web-based and centralised architecture. ECCAIRS 2 project is launched.
2020
First release of ECCAIRS 2 is made available to all its stakeholders.

Collect
Continuous collection of safety information in view for safety hazards to be identified, assessed and addressed.
Share
Member State safety information is integrated in the European Central Repository, in particular the European Central Repository for Occurrences.
Analyse
Continuous monitoring of Safety Risk Portfolios, development of studies and provision of reports concerning the safety of European and world-wide aviation.
Improve
Define Safety Actions, feeding e.g. the European Plan for Aviation Safety and the national State Safety Plans. Monitoring of the safety performance.

Improving the overall l User Experience by bringing a set of new functionalities

Web-Based solution (no more local installations/maintenance cost or taxonomy upgrades for CAA´s/SIA´s).

Central Database with stringent segregation between National/ECR and CAA/SIA dimensions.

Data secured by design National repositories inside centralised database, with “Chinese wall” between NAA (ADREP) and SIA (SRIS)

ECCAIRS Reporting System
Largely inspired by the features offered in the first version of ECCAIRS that was developed by DG-JRC, EASA initiated a major redesign and re-architecture of the platform.
At technical level, ECCAIRS 2 is fully web-based, leveraging on the most modern technologies to ensure a new level of performance and usability. At functional level, the new architecture also brings a set of new features that offer its users a better user experience.
